In a significant stride toward educational empowerment and human capital development, the Presidential Amnesty Programme (PAP) has dispatched 34 postgraduate scholarship recipients to pursue advanced studies at various universities across the United Kingdom for the 2025–2026 academic session. This move represents a renewed commitment to nurturing expertise in cutting-edge fields critical to Nigeria’s future growth and the development of the Niger Delta region.
A Strategic Scholarship Deployment for National Development
The recent deployment event, held at the PAP headquarters in Abuja, provided a platform for pre-departure orientation. It marked yet another phase in PAP’s expansive scholarship initiative under the leadership of Dr. Dennis Otuaro, Administrator of the Programme.
Since assuming office in March 2024, Dr. Otuaro has overseen the placement of thousands of Nigerian students in higher education institutions inside and outside the country, reinforcing PAP’s mandate to facilitate knowledge acquisition, skills enhancement, and capacity building across key sectors.
Fields of Study Designed for Tomorrow’s Challenges
The 34 scholars are set to pursue postgraduate degrees in a spectrum of industry-relevant and future-oriented disciplines, including:

Represented by Mr. Edgar Biu, Technical Assistant to the PAP Administrator, the Programme’s leadership reiterated that these recipients are ambassadors of Nigeria and the Niger Delta whose performance abroad must reflect the nation’s investment in their futures.
Scholars were also cautioned to abide by the laws of their host country and the regulations of their respective institutions—a reminder that their conduct overseas carries broader implications for Nigeria’s educational reputation and international partnerships.

The UK deployment builds on the momentum of previous offshore scholarship initiatives. In December 2025, the first cohort of nine PAP-funded postgraduate scholars successfully graduated from UK institutions—an early indicator of the programme’s potential to deliver tangible academic outcomes on the global stage.
Since March 2024, more than 9,000 students have been supported through PAP’s scholarship programmes, spanning fields that are vital to modernizing various sectors in Nigeria.
Equipping Scholars for Academic Success
Recognizing the rigours of advanced study abroad, PAP also presented scholars with laptops and other academic tools at the orientation programme. These resources are intended to support research, coursework, and communication—ensuring students are well-prepared as they embark on their international academic journeys.

Officials have indicated that additional foreign postgraduate scholars will be sent to UK universities during the current academic session, further expanding opportunities for Nigerian students to access global education and contribute back home through specialised skills.
