In a decisive move aimed at safeguarding the integrity of public office, President John Dramani Mahama has ordered the immediate recall of Ghana’s High Commissioner to Nigeria, Mohammed Baba Jamal Ahmed, following allegations of vote-buying during the National Democratic Congress (NDC) Ayawaso East parliamentary primary.
The recall, announced on 8 February 2026, comes after reports that delegates at the primary were allegedly offered inducements, including 32-inch television sets and plates of boiled eggs, in what critics describe as attempts to influence the outcome of the internal party election.
Presidency Statement
The office of the President emphasized the necessity of the action, stating:
“Without prejudice to the ongoing internal party processes, and strictly in view of the standards of conduct expected of public officers, the President considers it necessary to act decisively to preserve the integrity of public office and to avoid any perception of impropriety or conflict with the Government’s Code of Conduct for Political Appointees.”
The statement underscores that the recall is a precautionary measure to maintain public confidence, and not a determination of guilt, amid the ongoing investigations by the party and relevant authorities.
Baba Jamal’s Response
Baba Jamal, who has served as High Commissioner to Nigeria since 2021, publicly denied the allegations of vote-buying. In a statement to the press, he said:
“I wish to state categorically that I, Baba Jamal Mohammed Ahmed, have not engaged in any vote buying or election malpractices and I pledge to avail myself to assist the party in its investigation into the subject matter anytime.”
He added:
“I want to use this opportunity to thank H.E. the President for the honour done me and the opportunity to serve my country as Ghana’s High Commissioner to Nigeria.”
Regarding the distribution of gifts during the primary, Baba Jamal explained:
“So if you give television sets to people, what is wrong with it? Those who know me know that every Christmas and every occasion I have put down GHS 2.5 million to give free loans to people. If somebody gives you a gift, you can take it. But allowing that gift to influence your vote — that is what is wrong. It is not the item itself, it is the intention behind it.”
NDC Investigation
The National Democratic Congress has also moved to investigate the allegations. NDC General Secretary Fifi Fiavi Kwetey stated:
“In line with the Party’s commitment to internal democracy, transparency, and ethical political conduct, the Committee will investigate the allegations and make appropriate recommendations, including sanctions where necessary.”
The party has established an internal committee to probe the claims of inducements and to ensure that the primaries reflect the principles of free and fair competition.
