BREAKING: FIFA Confirms New Rules for 2026 World Cup to Improve Game Flow

As the 2026 FIFA World Cup approaches, the International Football Association Board (IFAB) has announced a series of significant changes to the Laws of the Game, aimed at speeding up play, curbing time-wasting, and expanding the use of VAR for crucial decisions.

Substitutions – 10-Second Exit Rule

A substituted player must leave the pitch within 10 seconds of the substitution being signaled. If the player delays beyond 10 seconds:

  • The incoming player cannot enter the pitch until at least one minute of play has elapsed.
    This rule is intended to prevent teams from using substitutions as a tactic to waste time.

On-Field Medical Treatment – 1-Minute Rule

Players who receive medical treatment during a match must leave the pitch once play resumes and remain off for one full minute of game time.

  • Exceptions exist for genuine injuries caused by fouls or serious incidents.
  • The rule is designed to discourage players from feigning injury to disrupt the flow of the game.

Time-Wasting Crackdown: Throw-Ins & Goal Kicks

Referees now have the authority to start a five-second countdown if a team is delaying a throw-in or goal kick.

  • If the ball is not put back into play within five seconds:
    • Throw-in: possession goes to the opposing team.
    • Goal kick: a corner kick is awarded to the opposition.
      This aims to reduce tactical delays and improve the overall pace of matches.

Expanded VAR Authority

The Video Assistant Referee (VAR) system will now be able to intervene in new scenarios, but only when there is clear and obvious evidence:

  1. Incorrect second yellow cards – if a player is wrongly sent off due to a second booking.
  2. Mistaken identity – if the wrong player or team is penalized.
  3. Incorrect corner kick awards – if a clear mistake occurred regarding whether a corner should have been awarded.

Previously, VAR could not review these situations, making this a major update for refereeing accuracy.

Beyond the major rule changes, IFAB has clarified several aspects of the Laws of the Game:

  • Dropped balls now go to the team that would have had possession when play stopped.
  • Accidental double touches during penalty kicks have been clarified.

  • Referees may wear body-mounted cameras in competition-controlled matches.
  • Rules are being finalized on players leaving the field in protest and players covering their mouths during confrontations.
